At a briefing in Hiroshima, the host city of the G7 summit, the US official said this when asked about assurances that Kiev would not use F-16 fighter jets to attack Russian territory. Sullivan also said Washington does not support attacks on Russian territory as the core of the basic capabilities the US has given Ukraine.
It should be noted that the United States announced to help Ukraine with all modern warplanes, including F-16 warplanes, at the summit of G7, an organization of rich countries, held in Hiroshima, Japan.
